Haryana RTS Commission orders HSVP to give compensation  of Rs. 5K to Complainant

The Haryana Right to Service (RTS) Commission has issued an important order in a pending case related to the  Haryana Shehri Vikas Pradhikaran (HSVP), stating that despite clear directions from the court, excessive delay was caused in resolving the matter. This resulted in unnecessary harassment for the complainant. Terming the delay as “unjustified” and “without cause,” the Commission made serious observations regarding the conduct of the officers  involved. The Commission has directed HSVP to investigate the faulty and negligent behavior related to the case and recover the amount from the responsible officers, while ensuring compensation of Rs 5,000 to the complainant.

Sharing more details in this reheard  spokesperson of the Commission stated that in this case, pending since 2018, the complainant had to repeatedly visit the HSVP office for nearly five years to get the court’s decree implemented due to faulty document updates, unnecessary formalities regarding biometric attendance, and official apathy. The Commission also clarified that HSVP’s justification that it was not a party to the court decree was unacceptable, as it is inherently responsible for implementing court orders.

The Commission further noted that even after the court’s decree was registered in 2023, the required system updates were not carried out on time. After reviewing the matter, the Commission observed that the court’s order was clearly in favor of the complainant, and despite the issuance of a public notice and no objections being raised by any legal heirs, the officers failed to respond with the necessary promptness.

The Commission has requested the complainant to provide bank details so that the compensation amount can be sent on time. Additionally, the CA–HSVP has been directed to submit a compliance report to the Commission by December 22, 2025.
